Building Resilient Communities Through Inclusive Placemaking
The 99 Neighborhoods Network fosters connectivity across neighborhoods, advancing community-driven placemaking that creates spaces where everyone thrives.
As Los Angeles County grapples with the strains of housing demand, climate change, recovery from wild fires, pandemics, and now global tourism stemming from upcoming megaevents — the 99NN looks to celebrate local histories and empower communities to shape their built and natural environments, defining the direction of capital investments that benefit community connectedness, strength in adaptation, and community health.
Our Goals
Neighborhood Networks
Our 3 types of neighborhood networks comprise an ecosystem of “resilient community hubs” as multi-purpose places of gathering, sites for human connection as we adapt to pandemics, and shelter during extreme climate events. They are also places of celebration. We envision centering these neighborhood networks at and around schools, libraries, housing, and transportation corridors, ensuring equitable access to all.
Event-Based Networks activate social connections
Place-Based Networks in the public realm connect places of home, work, school, shopping, and play.
Map + Story-Based Networks preserve and amplify community culture, history, and purpose.
“Social infrastructure is crucially important, because local, face-to-face interactions – at the school, the playground, and the corner diner – are the building blocks of all public life.”
-Eric Klinenberg (2018), Palaces for the People: How Social Infrastructure Can Help Fight Inequality, Polarization, and the Decline of Civic Life
Community Resilience Benefits
99NN aligns with OurCounty sustainability goals by advancing five interconnected community benefits that build neighborhood resilience.
Sustainable Mobility helps achieve zero-emission transportation corridors and transit hubs that improve air quality and reduce greenhouse gas emissions.
Heat Island Reduction initiatives integrate urban cooling strategies with nature-based solutions to combat rising temperatures.
Stormwater Capture through green infrastructure replenishs aquifers while improving water quality for future generations.
Greenscaping transforms underutilized spaces into vibrant landscapes that foster pride of place and celebrate local identity.
Community Connections through safe streets and accessible pathways help promote active living—ensuring every resident lives within a half-mile of parks and open space.
By partnering with communities to co-create living streets, cool paths, and story maps, we're not just meeting countywide targets—we're building a connected network of resilient neighborhoods shaped by those who know them best.
